Since when? I have had classes reactivated in less than 30 days so I wonder when this policy came about.
Last time i asked it was mid of September. Maybe smth changed since then. But this is what i was told in September
Just an update, but I asked for them to reset the classes I dropped and they reset them within two hours. Even the class I had just dropped a week prior due to time constraints.

I used the online chat support option to reactivate a previous course that I didn't finish due to time constraints and they activated it immediately. With the process of getting it reset so easily, it makes you wonder why they enforce time limits in the first place.

I suspect it's a holdover from when they charged per-course instead of the current subscription model.

Time limits can help keep a person motivated and focused. If someone dragged the course out for 6 months, how much would they retain for the final exam? Probably not much.
