I don't if this has already been posted or not, but I just ran across this article on TESC's website.
Thomas Edison State College | College Launches Online Proctoring
Beginning October 2010 (term), students can now take their tests from the comfort of their own computer. All you need is a Webcam, microphone, speakers, and of course high speed internet. I'm not sure how much it costs (I'm not enrolled), but maybe someone can check on how much they charge to proctor the tests. I think this will be a terrific addition to online learning. I have no doubt that there will probably be a few kinks in the system, but hopefully they'll get them worked out quickly.
