Without being tied to any residency requirements, I am thinking to replace those with exams or Saylor/SL that aren't tied to a term or semester. Or am I overthinking it?
Thinking faster, cheaper and possibly easier.

Pro of paying the residency waiver - you don't have to pay it up front. If you're not planning on graduating for 12-18 months, then you have time to save up the $2,000. With EO, you have to pay it when you enroll.

The TECEP's you are planning on are good ones to take, but probably more expensive than other options out there. It just depends on what you want to do. If I wasn't going to TECEP residency, I would just skip the whole TECEP thing entirely (if possible).
