There's a difference between academic residency (the number of credits that need to be completed at the school) and residency for tuition purposes (in-state or out-of-state).

It has nothing to do with being a NJ resident, it is about being a 'resident student of the school'. Which means, as you stated, that you have completed a certain number of credits from the school itself.  If you have not taken the required number of credits directly from TESU you have the option to pay a waiver fee instead. https://tesu.smartcatalogiq.com/en/Curre...quirements
