I need to take either US History or US Government for COSC.   Which one is the best choice for ease and speed of completion?

As always, no one can tell you what's easier for YOU - they can only tell you what was easier for THEM. That's because everyone knows different things.

I would say in general, US History II is considered easier than US History I because a lot of it is more recent and you may have heard of it more. American Government is harder than both...ish. But, if you enjoy history or politics, that all might not apply.
