does this work if the institution pays for your proctoring? so for example, isn't proctoring included in the price of a TECEP? Can one pay the $25 upgrade separately w/ ProctorU when registering for a TECEP w/TESU and still get priority scheduling?

The $25 is for your ProctorU account.

When you register for a TECEP, it's just registering you to be able to take a TECEP any time during the term that you're registered for. It's a completely separate process from scheduling an exam on ProctorU. They can't even be done at the same time, since you have to register in advance for the TECEP exams through TESU (as you would a regular course), but can't schedule an exam until AFTER the term starts, which you do on ProctorU.

When the term starts, and you want to take a TECEP exam (for which you previously registered), you log into ProctorU, and schedule the exam.

I know how that process works, but isn't their no additional fee for ProctorU when scheduling the proctoring (due to an agreement ProctorU and TESU have, wherein TESU covers the proctoring)?

I might be wrong about that, but assuming I am correct, I was curious if you could still pay separately for the annual "take now" add-on feature since the base price was covered by TESU.

Yes, I had (have?) a 1-yr subscription to ProctorU for the Take It Now thing. I have only ever used it for TECEP's. The add-on fee is for your account, not for what type of exam you're going to take (prepaid like TECEP's or pay-at-the-time for Saylor exams). Those fees, if applicable, are paid separately.

Isn't Full Sail nationally accredited? If so, TESU/COSC won't accept them, and Excelsior likely won't either but they let you appeal for special cases.

Looks like Full Sail is Nationally Accredited rather than Regionally Accredited, so TESU won't take those credits. Bummer.

You might want to make sure your other credits are from an RA school before you go any further. TESU won't take any NA credits, but I think COSC and EC might.
