Anyways, let me share with you some information relevant to your particular situation. I don't know about the TOEFL as I'm Canadian and don't need it.
Before you begin, get your foreign credits evaluated by WES

It'll take a while so you should start ASAP. They will create American "equivalents" and send them to TESC. Might be a month or even longer after it's all done.
After that, seriously consider what major you're looking for, what major would be easiest to get, and try to finalize what you're gonna do from the start (I ended up doing too many tests and wasting money with my indecision)
Straightline is good, although I didn't do it myself. Keep in mind they don't have many Upper-level credits (do they have any at all?).
You might need to do some CLEP and DSST. In that case, I'll give you the contact information of where I did these tests.
CLEP - Manila, Philippines. Now it seems far, but the flight is often as low as 500RMB each way. Only 3.5 hours from Shanghai, and you can go on holiday after to celebrate! The people at the center are really nice and helpful. The office is called Fulbright.
Just contact Yolly Casas (ycasas@fulbright.org.ph) and she can help you make arrangements.
DSST - Hong Kong. I didn't love this center for a few reasons. First, the testing fees are extremely high. Second, they only have the paper and pen test, and my hand almost fell off writing two tests in one day. You can contact Alice Wong (awong@hkeaa.edu.hk) to arrange these tests. If that e-mail doesn't work, check their website and contact them ????????
Keep in mind a few things. Because these centers are foreign, you might need a lot of advance notice. Also, they probably don't do these tests often, and will be a little confused about the process, so be careful. My DSST was submitted wrong and I couldn't get the scores for them.
TECEP - These are actually one of the best options, because you can do them in any city. Basically, you find a suitable proctor. I think someone involved in international schools or a university professor will suffice. I had an acquaintance who was a recruiter for international schools and he qualified. Double check the policy though, they might be doing these exams on ProctorU now.
TESC Courses - Eventually you'll need to take courses. I suggest either proctorU or applying for a local proctor for a pen and paper exam. You might have to pay the shipping though, which is horrible.

I am based in Beijing but I lived in Shanghai for about 1 year and half (I miss Shanghai...)
I already sent my transcripts to AACRAO IES (one of the three institutions suggested by TESC) 8 days ago, the status is still Documents received, no Evaluator has been assigned yet. As you said I think the whole process will take one month or so.
I'd like to get the BSBA in Marketing and after that do an MBA with Marketing concentration.
If I am right, I should get more or less half of the 120 credits trough my previous University studies.
I already passed the ALEKS Intro to Statistics with 72%, in one week as per my plan.
My idea is to avoid flying (from BJ is much more expensive and far away) and do almost everything online with SL and other sources.
My next steps are:
- Complete English Composition I & II and with SL in two/three weeks.
- Complete Business Law with SL in one week.
- Hopefully after that I'll Receive my evaluation and put together the final plan.
