questions for my friend's son

Hi,
He just almost finishes his high school and wants to get a bachelor degree somewhere in USA. I introduced this method (by passing courses to get credits and degree) to him and he is really interested. But he also has several concerns, I just passed his questions here.
1. Does he need to be a citizen (or permanent living permission in USA), he's also from Canada
2. He's interested in BABS or BALS from TESU, does he need all credits from scratch?
3. Does he need to register to TESU first before he starts to study?
4. Probably he need to contact admission counselor first to understand which courses he need to take?
5. any other questions that he need to address?

1. No, he doesn't need to come to the U.S. at all.
2. If he has foreign college credits, they can be evaluated and transferred, but if not, then yes, he would be starting from scratch.
3. No, he can start gathering credits before he applies to TESU.
4. TESU advisors will not help find courses outside of TESU. For those, you have to search online, or look here.
5. TESU requires the TOEFL for students from non-English speaking countries, so he might have to take it. However, he can still start in on earning credits while he works on it.

If he applies TESU before he starts to study any course, will TESU charge him every term for registering?

No, TESU doesn't have any per term fees. It costs $75 to apply. Within a year, you need to register for some sort of course to become enrolled, or you lose your catalog lock in and have to apply again. The cheapest option at that point is taking a TECEP which is $114. There are plenty of them that would be useful for almost any degree. To maintain enrollment after that, you need to take something else each year after that.
