Thanks! I'm Japanese but currently living China with my parents, China has some online degree program but only open to Chinese people.

That's generally the case with East Asian nations, they do have programs, such as Medical school for foreigners though, you just need to "find" them. Do you speak both Chinese and Japanese? How's your 日本語 nihongo and 中国語 chukoku go? If you're good with either language, take the ACTFL for easy transfer credits!

Yes, I want to get a Master's degree, for now, I am thinking about OMSCS in Gatech and OMCIT in Upenn

Fort Hays State University (Kansas) has an online Computer Science degree. The entire thing (120cr) is $27k, but they will take a lot of CLEP and DSST exams (so that price would come down substantially).

SNHU has a campus, and an online CompSci degree, and will take 90cr of ACE - 30cr there would be $9600

Wilmington University (Delaware) has a campus, and an online CompSci degree, and will take 90cr of ACE - 30cr there would be $11,700
