I guess this is good for the students who have the excessive hour rule in Texas at public universities. This also allows students to have a "fresh start" who probably were not ready (or able) to be good in college the first time or those that had a very bad semester or two. I wish this was a thing at other universities.

To answer your question, a fresh start is just resetting all the failed grades, any passing C grades will not be refreshed. It does help the overall GPA, but it will not erase it from the records, it's just not calculated for GPA purposes. There are no downsides to this, in fact, many are looking for this option at institutions that don't offer such a policy,
