Before asking about speed to finish, not many people have completed all the degrees from the institutions you have asked about. You need to compare by doing some diligent research beforehand. Have you looked at the requirements, courses offered, and what their semester system is like? Or have you read any reviews recently about any of the programs? South is CBE, the others are not...

Which program is more respected: the South College CBE DBA or the Texas State University DBA? Would South College be a good option if price isn’t an issue? My main concern with Texas State is the time it takes to finish.

Texas State has several reputational signifiers South College does not. Texas State a public research university based on a traditional B&M campus. AACSB business school, which is highly sought after in some faculty hiring, including some adjunct hiring. Carnegie classification R2: Doctoral Universities – High research activity, and its leadership is set on reaching R1. US News #257 in the category National Universities.

South College is a for-profit non-research university with limited commuter campuses in office-park-type locations; that side of South largely does health professions programs. IACBE business school. Carnegie classification Special Focus: Other Health Professions. US News exact rank not published but somewhere in the lowest ranked group of National Universities, between #395 and 434.

Hi everyone I am trying to figure out the best place to finish a doctorate as quickly and safely as possible for work and promotion not academia while still caring about reputation

What I am looking for
ABD friendly accepts the most doctoral transfer credit possible
Prefer RA over NA
Not expensive ideally under 15k total if possible
State university preferred but open to reputable privates
Considering DHA or PhD also open to DBA or EdD if that is more realistic
Goal is to finish fast in a legitimate way

My situation
I am getting my level 8 and I also have a lot of doctoral credits from years ago from an RA school
My main concern is where I can transfer the most and complete without being stuck in a long multi year research and publication path

Schools I have seen mentioned
Westcliff
Alvernia
Liberty
University of the Cumberlands
South College
Texas State University though it seems harder to get accepted
I have also seen UK and Malaysia options like Lincoln and City University but I would rather keep it credible in the US and avoid anything that looks sketchy

Programs I am already considering
OSU DHCS is something I would do already

Questions
Which programs are known to allow the maximum doctoral transfer credits and are ABD friendly especially RA programs
For DHA DBA EdD PhD what is the realistic max transfer you have seen approved
Any state universities that are transfer friendly at the doctoral level and not extremely competitive
Which of the schools above are solid choices and which should be avoided for reputation
If the goal is fastest completion for work promotion which degree type is usually most efficient DHA DBA EdD or PhD

Oral defense I don’t mind and dissertation/capstone as long as it’s doable and not scary as some requiring multiple oral or prelim exams. 
If needed I can share how many credits I have the subject area and whether the credits are old or recent

I was just accepted to CapTech for the 60-credit Ph.D. in Computer Science program. They transferred 18 credits from my completed doctorate. I was hoping for 24 (for some reason, they didn't transfer anything for the very first course [research background] in the program). 36 credits comprise the dissertation (proposal, writing I - IV, and defense). So it's possible to get close to a dissertation-only curriculum.

The only thing is it's not going to be under $15k. Each course is $6120 unless you qualify for discounts (I qualify for a 20% discount through EdAssist). So at normal tuition, a dissertation-only curriculum would be $36,720.
