are you saying that TESC will assign letter grades to all two digits DSST for a fee? Or did I get this wrong?

No, TESC won't assign letter grades to DSSTs or CLEPs for any fee. The only way to receive a grade from TESC is to take one of their courses, and even then how you take you course may still not receive a grade. Transfer credits to TESC (from anywhere) do not come with a grade.
Other colleges may accept it and assign a grade, but not TESC.
