TESC Is No Longer Accepting Community College Credits As Upper Level?? (Need advice)

Hello everyone, I'm having an issue with TESC that could possibly affect all of us in the future.
I'm here to make you all aware of it, and to seek advice from the veterans on the board.

I've been a lurker on this forum for over a year and used the information provided to plan my degree.
I enrolled to TESC back in April to beat the new requirements deadline and my desired degree is BSBA-CIS.
I thought I had all the credits complete and have sent in over 110 to TESC already.

I took many of my CIS electives through KCTCS (as per Ternzer's old post). On my initial evaluation they
listed my CIS classes as 100-200 level, even making up imaginary course designations to transcribe them.
These classes all have upper level courses which match in the PLA Database, so I thought it was a mistake.

I made an appeal to the registrar, giving them all the course info and some links to this forum from people
who received 300 level credit for the same courses, and got this reply in return:

"Regarding courses CIT-150 and CIT-120...since they were completed through a community college, they
cannot be transferred in as upper level courses. However, I did find more suitable equivalencies for each.
CIT-150 has been changed to CAP-180 (Introduction to the Internet). CIT-120 has been changed to CIS-209
(Database Design)."

To be clear, this is not a matter of them finding a better fit. CIT150 should transfer in as CAP370, and CIT120
should be CIS320 (Systems Analysis and Design - it's what Ternzer was given in his post here).

Basically, they made up imaginary course designations to keep from giving me 300 level credit. Neither of her
"suitable equivalencies" even exist in the PLA Database.

Obviously, there has never been a policy like this in the past. There are dozens and dozens of people on this board
who have been given UL credit for CC classes, so what is going on? I can't find any mention of this policy in the
catalog or on the website (or here), and I signed up and paid under the last catalog year, so the same policies applying
to the last batch of grads should apply to me. Correct? Frankly, I feel I'm being discriminated against.

I plan on appealing this, but I'm not sure how I should go about it. Is there a specific individual I should contact
about this (dean, etc?). I appreciate any advice any of you may have.

I really hope this is just a mistake. If not, it's going to have a negative impact on a lot of people in the future.
