While TESC is your fastest bet of the three due to the ability to test out of all credits, January 1 completion is impossible. Even if all of your credit sources sent your official transcripts today, and every single credit were applicable to your chosen evaluation, you will not know for certain which requirements remain until after your formal evaluation is done. As others have said, there is about a six-week lead time for TESC to evaluate and apply transcripts, and only six weeks are left in the year. That would leave you no time to take the remaining courses. Now, folks here can give you a pretty good estimate if you provided a list of the courses you've taken, but that is not a guarantee it will apply to your evaluation the same, and one wrong guess shoots the deadline. Then there's the minor detail of getting those secondary transcripts from CLEP, DSST, or ECE sent, evaluated and applied. This means the Jan. 1 graduation application deadline for March graduation is unrealistic.
Completing all necessary credits by March 31 is certainly possible, and you might even get all the credits applied to the transcript in time, provided you start the process now and request transcripts get sent from your credit sources immediately. As others have said, TESC will provide a letter indicating all credits are complete if you contact them and explain.
Now...if your 90 credits came from a U.S. school, most schools accept some amount of CLEP, DSST, or other alternative credits. You may be better-served by looking at the transfer policy and alternative credit policy for the school where those 90 credits came from, and finishing your degree there. You've no doubt easily met any residency requirements, they already have your transcripts and information.
