Excelsior is the state motto of New York, where Excelsior College is located...
IMO, Excelsior is a good choice if you're not planning on taking a lot of classes because of the transfer credit you've built up + the tests you intend to take. Otherwise, there are probably better options out there, although they probably won't offer the same number of majors that Excelsior does. One (often overlooked) reason I say this is that they're located in Eastern Time, so if you live out west, customer service hours will suck, although Excelsior is so big that they have operate longer than both TESC and COSC, which pretty much operate on East Coast business hours and observe all state holidays because they are public. This may end up being more important than you may think, especially if you're on a rushed timeline.
