Sounds like a glitch with OSS. The same thing happens to me. I am enrolled under the previous (2015) catalog and when I do a what if? with the new requirements (2016) it does the same exact thing to me. My government will not fit into the civics spot. The OSS what if? feature is unofficial, more for planning purposes. When it says non course equivalency (NE) it just means it was earned via testing or other alternative such as DSST, CLEP, Aleks, Straighterline etc. If it is a course from a RA college it will show up as TE (transfer equivalency). I have both showing up on my eval as meeting degree requirements. The best way to contact TESC is via e-mail or a help desk ticket. I have found calling to be a waste of time, unless you set up a phone advising appointment, even then you are still on hold in order to get transferred to the adviser. I had a phone advising appointment and spent 20 min. on hold waiting to be transferred.
