Usually, schools want GPA's at all of the places you take courses, and especially the last 60 (or whatever number they choose) credits. So sure, you can take 1 course at TESC and get that 4.0 - but I think they will look further and see that every credit was transferred in, and want info from the previous schools.
Also, this is the norm - I don't think you bring your GPA with you. You have the GPA you have at a school, if you change schools, credits can transfer, but your GPA doesn't. You get the GPA you earn at each school.
