Follow-up in case anyone else is interested in the topic later...
From what I can tell, TESU will call you 1/2 time enrolled if you take 4 or more credits in one term, even if those are TECEP credits.
As far as the AOTC applying, it does seem to. Doesn't count for CLEP exams but it would count for TECEPs since they are through a federally recognized college. Fees would count, and books for prepping for TECEPs, too.
