		The link in my signature roughly details the general eds and FEMA required to obtain an AS degree from COSC.  Add 30 Upper Level courses and round up to 120 credits and your in the ball park for a BS/BA...not quite that simple, yet it sort of is.  
 The Capstone will be 3 more UL credits.  I suspect the DSST Substance Abuse can be brought in for three more.  You could take another DSST Ethics in Business which should give you the golden 30 required UL credits plus that would satisfy the LL Ethics requirement.
I see around 21 UL credits, if true you're quite close in that regard. Police Academy should be worth 24-36 credits (LL), FEMA go by this guideline at COSC (and they are free to bring in) https://training.fema.gov/is/crslist.aspx basically, if college credit in that far right row is indicated then it counts.
There are creative ways to knock out those gen eds...but not really any way around the need to account for them see my sig link).
