I buzzed through the FEMA site just now.
About 10-12 of the courses I have taken don't even exist anymore.
Of the rest, many require you take two-three courses to equal a single credit.
Then, there's a site called http://www.em-study.com. Apparently, they handle the conversion (please, correct me if there is a direct to FCC method). (Obviously, some colleges accept FEMA ICS courses directly).

There are several colleges that take the FEMA credits for half that price, or even free in the case of COSC.
