Teaching degree using CLEP and DSST's

My brother wants to get a teaching degree with a concentration in mathematics. He has done some credits by exam (and plans to do more) and some through a local community college. He wants to get the degree in a reasonable timeframe and not spend a fortune.

Does anyone have any advice about what a good school to go with is? Is there anyone out there who has earned a teaching degree with a large portion of credits by exam?
