Upper-level credits - Do they always transfer as such?

Hey, guys.  I'm considering taking this course to fulfill one of my "written English" requirements at Excelsior College.  It's an upper-level technical writing course at the University of Idaho, and I'm hoping there won't be a problem transferring it to EC for upper-level credit.  

Engl 317: Technical Writing (3 Credits, UI)

Is it safe to assume that upper-level courses at one four-year university will *usually* transfer as upper-level courses at another university?  Or, is this another one of those "it depends" situations?
