In looking at your degree, you might be able to get TESU's BS in Technical Studies; I think you have more than the necessary 15cr of UL for it (plus you'll need to take the capstone). Also, they have a great military discount, if you're still in; $250/cr for the capstone, and $117 for each TECEP exam. If you take 7 TECEP's, then the residency waiver is moot.
I know a lot less about Excelsior than TESU, so I'm not going to answer any questions about them, except that I don't think they're cheaper than TESU.
