First, all CC's should be RA. If you find one that is not, do not go to it.
Second, most CC's will almost automatically accept kids in their junior/senior years of HS. If your state has dual enrollment, that is ideal. Here in CA, dual enrollment means that they can take CC courses tuition-free. LOTS of kids here take the state up on their generosity.
Third, if you local CC won't take them automatically, they normally have a process, and forms, that should be online. Just ask them.
