True that "vast majority of people taking these exams are NOT for college credit", so it's probably not a priority for LTI. I think that will change when people start asking for a refund or free retakes, even if it's only a few people. That might be what's required to get LTI to take some action.
Lack of work ethic: Oh so sad but true!! What has happened to our society? That's a Pandora's box ... opened since day one but gotten exponentially worse in the few decades. Our kids have grown up in a society where other person's needs don't matter so it's the norm for them.
