I am attaching her credit evaluation for WGU.
This is a publicly accessible forum. I personally try to avoid putting my real name and other contact info on here, but to each their own.
She received 12 credits in the areas of English Composition I and II (6 credits), Intro. to Sociology (3), and Art of the Theater (3 towards Humanities credit). I am cross referencing the courses she can take for CLEP through what is offered on Modern States.

I believe that anything not offered through Modern States for free with CLEP reimbursement can be satisfied either through Saylor or Study.com. Does this sound right?
Sounds right (except for the ones listed at the very bottom that cannot be transferred in).
My methodology is to print off the evaluation and in the "Satisfied By column, write the source i.e. CLEP, Study.com, etc.

I think the courses at Saylor can meet the rest of the Gen Ed or Business Core/Lower Level requirements and I think they are a better choice as they are free as compared to Study.com? Thoughts.
I have limited experience with Saylor. The one test I took through them (networking) I failed (I've been in the IT field for over 25 years....I'm well versed in the topic, the information was just WRONG). They may work for you, and I might just be jaded ;-). Beyond that, your methods seem pretty sound.
WGU takes up to 90 credit hours/competency units via alternate source (i.e. CLEP, Saylor) and then the remaining credits *must* be taken at WGU. She has 12 credits which leaves 78 credit hours/CU's or about 26 CBE's or exams. The plan would be for her to take these free or nearly free courses over the next 6-12 months and get all her 78 credit hours transferred into WGU. Then, we would look at sometime in the first 6 months of 2020 for her to enroll at WGU and complete her remaining 31 credits in 6 months at WGU. What do you think?
Take a look at the spreadsheet on the last page of my journey thread. I think you're being too focused on the "78 CUs" and not the courses required. Use mine as a template and lay out which courses she needs and where she'll get them (CLEP, SDC, Saylor, etc.). Also do some research on the WGU class itself (for example, using the WGU subreddit). You could spend an exorbitant amount of time finding an alternative to a class that could probably be taken in a couple of days with WGU (I'm looking at you, Critical Thinking and Logic).
I think the 31 Credits/CU's you are speaking about are the Non-Transferable (Business Core) courses towards the bottom of the Evaluation...correct?
WGU has a requirement to take 30 CUs from them. The only non transferable course for my degree was the capstone, but they still wouldn't have allowed me to bring in over 90 credits.
For a Bachelor's in Marketing Management, it sounds like she could get the degree for $3,370 plus any ACE transcript costs. I am guessing the ACE transcript costs might cost in the neighborhood of $100-200. If she qualifies for a scholarship (i.e. Hero within or something like it), she could get her degree for under $3000 (plus any ACE transcript fees). This is a really good deal. Now, I am going to present her with option or the BALS from likely EC or COSC. I know they are not the same. Even though it costs more, I think she may like the idea of the BALS degree as it may quicker to complete.
A business degree is infinitely more valuable than a BALS IMHO, but if your wife is just checking the "I need a degree" box, then yes, a BALS is fine. Also, as natshar said, sending the ACE transcript is $20.
