I haven't done it either - but the discussion reminded me of a degree plan I've looked at with TAMU Commerce (I'm in Texas, so it's really cheap for us). If you scroll way down to the "EARN COURSE CREDIT BASED ON YOUR EXPERIENCE" section, you'll see some mention of transcript services by Excelsior that they accept.

TAMUCT says they'll accept CBE's transcripted by other colleges, which makes me wonder if they may be referring to something like this also. I don't know onlinedegree.com fits their definition of CBE, or if their vagueness is meant to leave the door open for other things. I spoke with someone at TAMUCT who was bringing in Sophia credits, which isn't specifically mentioned, but as I recall ACE is on the THECB list they mention I know it said ACE, DEAC and NA credits, because I took notes on it.

I think that TECEP's, UExcel's, CSU Global CBE's, Strayer Challenge exams, etc. are what they're talking about.
