Yes - this program appears to be free and is designed to get the student into college/ university without "prep" classes first. Saves time.
But coming from overseas to study here is still an expensive deal. Foreign students pay around 2.5 times what Canadian students do, on average. Reason: Government pays the Uni no per-student subsidy for foreign students. It's a large amount, so schools have to make it up by directly charging students. This program won't, of course, alter that.
So - coming to study in Canada is still limited to those with a fair amount of cash - or, usually, the sons and daughters of such families. There appears to be no shortage of students willing and able to pay. Sometimes, the numbers surprise me.
