Essentially, the "offices" in these states are just for the local advisory board and chancellor, they're basic/small offices that does administrative work. Everything else is done on the backend by WGU. You can't even go through commencement at these sites, they're not "schools", just offices.
Got it! from my research you sign up for regular wgu and they place you in a state one if it exists automatically, I would much prefer WGU Texas!
