Anyway, Central University of Nicaragua's $8,900 PhD in Psychology would be something if it's still being offered through their International School. The site appears to be taking registrations now, but that may only be a matter of appearance. I haven't looked into whether the program is actually active or not since last hearing it was closed due to national political issues in the country.
