Only the advisors at the community college can tell you for sure. However, I would not expect the existing "F" to cause you problems, unless it brought your whole GPA below some minimum requirement.
Edit: I now see that it is a developmental course and should not affect your GPA. Should be OK, then. Usually these kinds of prerequisite courses are because you can't pass the math test to enroll in freshman level courses. Since you're not trying to enroll in those courses, you should be fine.
