Post Baccalaureate Teacher Certification Program

Thank you Jonathan, you came to my rescue.  I was completely unaware of criterion 3. Do any schools come to mind?

There are a few specifically graduate schools of education, including at Harvard, Penn, Stanford, Rutgers, and Buffalo, and the freestanding Bank Street Graduate School. Those would be first places to look, though I don’t know whether any currently offers a Pell-eligible postbaccalaureate teacher preparation program, or further whether any is online or would meet your other criteria.
