TESU would be a good choice if cost was less of a factor, and you were concerned that you might not be able, or just didn't want, to maximize your study time enough to finish UMPI in 2 or 3 terms. It is also a bit less risky if your job is likely to suddenly throw a huge project or extensive travel your way.

TESU doesn't charge by the term, so taking a break doesn't affect your pocketbook..

That's correct, it's very hard to 'gauge' how fast or how well people study, that's the main reason there is the addendum and template. From the looks of things, it can swing either way as both institutions are public/state and not private for-profit ones. Basically, if you really do have the energy, time to get things done quickly, UMPI is the way to go, if your energy/time fluctuates wildly, and you can't get some time off work for those 8 weeks or session/term, then TESU may work as well.
