Interesting. There do exist intel analysts (OSINT field) working in the private sector, for NGOs/nonprofits, etc. who are uncleared and work with unclassified material, especially given that corner of the field is often international and remotely distributed. That is a field I have worked (volunteered/interned at least) in myself, even if it is far removed from the cleared federal LE or military service people generally tend to associate with security studies.
This program seems like it is solely limited to cleared/high-level government employees with fairly stringent requirements replicate the expectations of a TS/SCI clearance adjudication - a pretty big contrast from other programs of its type where submitting my reference letter from an Italian CEO of a Belgium-based company or CV dotted with nonprofit OSINT volunteer experience working with international teams on skip tracing projects wouldn't raise any eyebrows.
