What is the time frame that someone can finish and get a BA if they already have freshman core classes from a local university and want to CLEP everything else and which school might be best?

Which classes do you already have? What majors are you possibly interested in? Or definitely not interested in, for that matter?
BA, MA, EdS, MMT, etc.

First get the list of CLEP exams your college accepts. Then, take off the ones you already have credit for (bio, chem, English, etc) and see what's left. From that list, visit your advisor and confirm which/if any of the remaining exams can be used for your specific degree. Generally, CLEP exams will be assigned 100 or 200 level, however, as you know, classes are not clearly defined by course number (you likely will not have perfect distribution of 100,200,300,400) So, you might have several that you can still do!

Is there a comparison chart for clep/business degree that shows which CLEP or other exams corresponds to each class in the program ?

Every school has their own. You have to use the one for YOUR school.
