Not entirely sure why a student might choose to cancel a test. Only situations that spring to mind are people panicking or a teacher or interested person wanting to experience the test but not report it.

Interestingly, when requesting a CLEP transcript by mail or telephone, there is the option of explictly not including one or more specific CLEP results.

That's correct. When I ordered my CLEP transcript I was thrilled to see that I had the option of telling them to only include passing tests on the transcript they sent to my school.
