I just asked questions I have no clue about both programs , i just got a marketing email and text

Yes, it's their marketing strategy... You're not the only one, they're basically spamming people who they have contact info for, I got an email and text as well!

Yes, I did ask one Ontario public college if I can attend their postgraduate certificate program with this evaluation, and they told me yes, as long as CES will send them my evaluation reports directly - they are willing to accept that.
So my plan for now is to evaluate my second Master's as well, and then I will go from there.
Would you be willing to share the name of the college?

This is the reply from our transfer credit department:
“Reviewing this, transfer credit would not be given. ENEB is not academically accredited. It could be professionally accredited but that doesn’t qualify for transfer credit.”
And that's the reason you want to have an evaluation sent in for admission purposes, they're going by ENEB and the UCI affiliation and relaying exactly that. With an evaluation from a foreign credit evaluation agency (one of the 6 I linked), you'll have a valid evaluation for them to look at and say - hey, this has been evaluated as equivalent to a graduate certificate or diploma, you can use this for transfer credit or advanced standing, or whatever it may be in their case...

No man, does not seem like they accept evaluations or else they'd have wrote about it and their accepted agencies, on the international admissions page.

Unfortunately this is the other side on "you must use a foreign credential evaluation service for degrees earned overseas". Some institutions focus a lot on "transcripts directly sent from the awarding institution"...
Technically, even FCESs in North America prefer that you send your transcript directly versus getting hague apostille.
Have you considered other colleges in Canada? I'm sure there are plenty.

I must say, ENEB does contradict itself at times. I am waiting for them to credit three modules from my MBA from the old version to my dual Master in Digital Marketing and AI new version. They said the three modules should automatically transfer over but they never did.

Any, which takes applications through OCAS (any public college in Ontario). You are requesting CES to send your reports to OCAS and mention your CES student number in your OCAS profile. OCAS will take care of that.

I would like to share my experience of post-ENEB study.
Birkbeck, University of London offered me an MSc in Computer Science, and UoPeople MSIT does. I was also submitting a request for transfer credit and UoPeople accepts only one course / Databases, I feel they did not really take a look into the course, just matching the name and getting it transferred. I requested an appeal for re-evaluation, but haven't heard back yet.
I also spent a lot of money on those evaluation companies -
- IEE (Course-by-Course, US and CA): Graduate Certificate. CA one is pretty much useless, just some wording changes, and it is not an IRCC-approved agency for evaluation. But I don't care, I'm already in Canada and about to leave.
- SpanTran (General): Completion of a graduate-level program of study of business information systems.
- SpanTran (Course-by-Course): Waiting
- UK ENIC: Request me to provide more information, I said I afraid I couldn't. They have not yet replied.
- ECE: Still waiting, don't really expect they will give me GPA.
