"Easiest" really depends on what you are comfortable with. With a medical background I thought the DSST Substance Abuse was very easy...but i cringe at the thought of the Money and Banking exam. Which of the tests has your background and previous study best prepared you for?
I understand American Dream is considered pretty straightforward...and i thought it was worth 6 credits? Maybe it is what your looking for.

From your list, I have only taken these two - Management info systems and Substance abuse. I did not have a strong background in either subject and found them to be very doable. You can read my feedback in the link in my signature. (If this is for Excelsior, they are both applied professional. EC has recently added 4 more UL DSST exams, too.)
Also, do some research on the American Dream ECE. It is very tempting because of the 6 UL credits, but there may be better options. I have been considering this exam, but after reading this site, I may reconsider:

I do not have a medical background (or even a recreational drug use background.)

and I found Substance Abuse to be one of the easier tests I have taken. Only took a few days' study. It's the only test on your list that I took.

I vote for Substance Abuse, Rise and Fall of the Soviet Union and MIS as the easiest of the bunch, in that order. If you have already taken Bus Law I, you might want to substitute Busl Law II it for MIS.

I also vote for Rise & Fall of the Soviet Union. This is the only one I've taken from your list and thought it was very easy. Sure, a few hours of study time were needed but it's definitely doable. Now that I'm pursuing a 2nd bachelor's, I have to take Money & Banking as well as MIF but am not scheduled to do so till later this year. I hope they aren't too bad...

NAP, thanks for the info. good point; if i need 6 upper level credits, i may be able to do 1 exam instead of 2, if UMUC (my school) allows me.
the question is, because it's 6 credits, is it comparable to studying for 2 exams???
