I would take a serious look at WGU before you go Excelsior.

Not many degree paths for EC that I've seen on here. At this point, they're normally more expensive than TESU and COSC.
I will also say that I don't hear of many going for Cybersecurity degrees at the Big 3, because they are going to be a LOT more expensive than WGU. If you were able to sign up for TESU's Comprehensive Enrollment plan and do 36 credits there in a year, and get it for the Study.com discounted price of $6,350, then you'd come close to the WGU price, and have more time to complete the degree.

WGU requires initial experience or courses. Also their cyber security program isn’t designated by NSA/DHS like Excelsiors is.

Excelsior also has an ABET accredited BSIT Cybersecurity concentration program. The only thing you can do in order to get a "cheaper" deal out of Excelsior is to take all the undergraduate courses from a local college or ACE/NCCRS but the Concentration. For the Area of Study, you'll have to find a comparable offering, such as getting the courses (up to 36 credits) completed at TESU for $6,350 under the Study.com pricing, then transfer it over. It's cheaper than taking a course at $250/credit at any of the Big 3/APUS with a military discount...

Yes, you can take most of the courses through other means. Definitely the Gen Ed's (top portion of the degree, 60cr). You can also find a lot of the Core courses through Saylor or CSU-Global. There's a Cybersecurity DSST exam.
A dumb question for others - will EC take WGU courses? If so, that would be an inexpensive way to get your cybersecurity courses after getting all of your gen ed's? I mean, I'm guessing you'd map out a WGU Cybersecurity degree, take everything you needed for that in the Gen Ed area, take everything possible through the cheap means here (above), and then map that all to the EC degree, and see if you can take a bunch of WGU courses that you would then take to EC. Just a thought.
