Is it definite that at Excelsior, the GRE subject tests will no longer be accepted for credit?
I have a friend that is considering applying to Excelsior next month.

No, as of July 8th, I learned that no changes had been made to the GRE policy. The situation was still under consideration.
Hopefully another member of this forum has more recent information. Also, be sure to contact EC about this opportunity which may still be available. One of the reasons that I enrolled recently was to lock in the ability to take GREs for credit at EC. Which exam(s) is your friend interested in taking?
AS in 2010 and BS in 2013 at Excelsior College - Transcripts and Costs
