These three have generous policies on earning credits via exams and all 3 are regionally accredited.
If you looking to complete a degree faster then I think one of the "big 3 " is the way to go as some of majors/programs etc. allow for fully testing out and others allow for some testing out. I have been every happy with my decision to get my Bachelors through Excelsior.

I am looking at a state university which is $175 per credit hour for residents.I may get my degree faster with one of the big 3 but how much do they charge per credit hour(on avg.)I have to take this into consideration also.Even though they have regional accreditation, how are degrees from these colleges "accepted" by a future employer or would a state college hold more weight.Thanks for the feedback.

I can only speak about the cost per hour at Excelsior ( as that is where I am enrolled) , it is $300 per credit hour unless you are enrolled in a partnership program then it is $250/hour. I believe the reason it is less for the partnership programs is you are required to complete a certain number of Excelsior courses ( mine is 12 credit hours in Excelsior courses).
Everyone's situation is different. This college works for me but you have to determine what works best for you in your situation
In regards to the big 3 being accepted by employers, much like colleges making their own rules on the credits they accept, HR offices make their own rules about hiring and the resume information they accept.
