True, here's an example, someone with a PharmD from an international institution, they're qualified in their country and decide to come here to the US for permanent residency. Some states will not accept the PharmD as equivalent, they would have to go through a licensing or a process to get them the equivalency, it's not a right away type of thing with an evaluator, but they still will do something like ABD program to bridge whatever the gaps are... That's what I am referring to for the PsyD or PhD Psych and similar ones where it requires a certification or licensing to practice in the field, people may already have a PhD/PsyD or similar and need to go through that 'bridge' program before they are allowed to practice in the state.
