Saudi Scholarship: No funding for English studies

I remember hearing at some point that Saudi Arabia (along with China) had very generous scholarships for students studying domestically in their programs, with Saudi Arabia actually even paying students a ~$20-30k USD stipend to study there.

I think that this program is great for students who want to try themselves in another country, but I do not understand the point with the U.S. and the English language.
