Should I send to TESU?

An evaluation is simply determining how your credits will transfer and placing them in your degree plan. When they had the two evaluations limit, additional transcripts would not be evaluated until you enrolled.

How would they know if they've simply not received all of the relevant transcripts for a single evaluation?

Potentially stupid follow-up question: Ashford has a pretty liberal transfer policy, but hasn't had (as far as I can tell) as widespread a need to evaluate some of the classes, etc. If I have an ACE-recommended course that TESU has previously accepted for credit but Ashford hasn't, do you think there's any possibility that how TESU classified it would influence whomever at Ashford is responsible for determining what will transfer?

TESU and Ashford don't share evaluation information or strategies. It wouldn't be useful at all. Ashford has their systems and procedures and TESU has theirs.
