Sorry if this question has been asked a lot of times. On the wiki, it stated that by registering for a TECEP like Medical Terminology, this would lock in enrollment for me for the year. Do I actually have to take the TECEP or does the registration itself guarantee that I'm an enrolled student?
I wanted to lock in the current catalog and get some more transfer credits evaluated.

Register for it but don’t take it. That will lock in enrollment for 12 months.

Am I enrolled then right away? Or do I become enrolled at the start of the term?

Not right away. Around the second week of the following month usually but the exact date may vary a bit. It was the tenth of the following month for our son.

My ID card always shows "as of the 6th of XYZ month", but I think it doesn't always become "active" until maybe the 10th or 11th, depending on where the weekends fall.

Register for the TECEP as it will give you the entire year enrollment and other student discounts. Enrollment starts after the 10th day of the term...

The reason you don't want to take it is that you might want it available to register for again if you ever need to extend your enrollment. There aren't a bunch of 1cr TECEPs.
