Yes you can complete multiple minors with the BLS. I completed 3 minors.
The diploma says
Bachelor of Liberal Studies
Management Information Science, Project Management, and Management Minors
Summa Cum Laude Latin Honors
Well that's what mine says at least.

You can definitely continue on to a Master's with a BLS, but it depends on the Master's program that you're interested in.
I am NOT an Immigration Lawyer, but I believe that having a degree specifically in Computer Science would make you a priority for being allowed to remain, while a BLS or a business degree might not allow you to stay. Definitely check with your lawyer on this. I know that all countries tend to have a "favored professions" list and computer science usually ranks high. Usually with a Master's degree, but I think a Bachelor's can also work.

You're not a US resident, right? Some of WGU's programs are only open to US residents. I would check with them before going through the hassle of completing courses to transfer to them. It would totally suck to find out you can't enroll because you're not a US resident.

I am a non-perm resident alien in USA. No green card yet, the degree should help me in that process when I next amend my immigration status, so I can forever be watched by the IRS. haha.
As rachel83az mentioned, the keywords in the final degree awarded matter, so I'm considering that.
It turns out TESU won't accept my transcript evaluation from Educational Perspectives, even though every other school I've applied to was okay with it. Their associates were giving mixed messages about whether they would or would not, but I got a final answer from a senior advisor and it's a no go. I'll consider if I want to pay $300 for another evaluation rodeo experience before applying to TESU now.

You got charged $300 for an evaluation? Yikes! ACEI only charges about half that. I would definitely recommend getting your credits re-evaluated by an accepted company and sending them to TESU. This isn't just your career, where the specific degree doesn't always matter that much. This is immigration, where you really don't want to go for the "cheapest" option if it's not going to get you the desired result.

Of course every institute has their own rules and I read the list you posted. However, many schools don't clearly list which evaluators they accept, and sometimes they say they won't accept anyone else, but when you talk to the registrar or transcripts dep't, they might consider it. This happened to me in a few cases, WGU being one of them. Which is why I asked TESU if they would accept EP, and I got mixed responses from their advisors. I always ask a few customer service reps, since I know CSRs tend to give different answers (because that's just how the industry works). Finally I got a senior advisor to confirm that they would not accept it. Life goes on.

ACEI does look like it might be cheaper than the alternatives, and they include one free copy each for the applicant and institution. Very nice! Thanks for the recommendation, I'll consider them. Most providers charge additionally for even dispatching one copy.
EP cost me $195, which is standard, plus one fee for the transcript issuance of $35. The major benefit of that is they provided the transcript evaluation via Digitary. With Digitary, you can send your transcript evaluation an unlimited amount of times to as many schools as you want for free, for six years (saves time, money, and paper). To me that made sense because I expected I would apply to a few different schools. Many other evaluators charge for additional services, notably sending a copy of your evaluation, or storing it for longer than a few months or a year. So perhaps $300 is a bit exaggerated, but $250-300 is the range in most cases for me. I need to send original documents from Canada, pay for course-by-course evaluation, then dispatch documents to whatever university I want to apply to, and possibly pay additional admin fees. Digitary probably saved me $300 on applying to a few different uni's, so I guess I break even if I get another evaluation. Evaluators are bureaucrats that want to get paid every time they have to push paper. I rather use a secure digital platform (it's 2022) that enables me to easily administer my documents without additional costs.

Generally speaking, evaluators get paid the same whether they're looking at a piece of paper (which they generally scan in) or an electronic copy; it's all the same to them.

EC only accepts WES for undergrad credits; so if you're going to apply to TESU and EC, then you should use WES since it will work for both.

ACEI does allow students to upload documents securely instead of having to mail them in. We found out about this when students wanted credits from Finland (XAMK) evaluated, but Finnish schools don't even send paper transcripts these days! ACEI is the first/only evaluator that allows the students to upload XAMK's secure, digitally signed, documents to their platform instead of requiring paper documents to be sent to them.
