University withholding transcript

What if I found a really cheap online university like the university of phoenix and took two semesters there and got the refund check from them? The community college near me required my transcripts before allowing me to enroll. Worst case scenario I would need to enroll in a cheap online university for two semesters to get the refund.

Try the New Mexico schools. They'll be MUCH cheaper.
