ClassCentral has a very good list they regularly update, this is from May 31, 2020.
The university degree providers are basically from Australia, UK and the US.

Yes, several European nations offer free degrees to their citizens only, there are restrictions.
Even if you do get a very affordable degree, there are residency requirements and fees for board/room/travel, etc.
