It did increase- $249. It shows new price if you choose accelerator option as a plan. It is written in small shrift so it is not very obvious straight away which is ridiculous.  Person will know new price anyway.

I'ver never had a Study account. I wonder if that's the difference? Or is the price based on where one is located?

Where are you located? Strange, I "pretended" to start a new account and it says $199/month. It's got to be something with geo-location... I guess it's $249 for those outside the US? Anyone else see the $249 price that is IN the US, if so, which state are you in?
