That is correct you can take it anytime during the term you are enrolled.

Do I need the latest edition, or will an older one do? I'm assuming nobody here payed $250 for a new one?

I paid 41.47 for a used copy (19th edition hardcover) from AbeBooks.

You can. However you apparently would not have a retake option. (If you failed.) Unless you take it early and then get your score and register for retake quickly.

I paid $4.35 for a copy of the 18th edition (current edition is the 20th) -- and $3.99 of that was postage. The 18th edition worked fine for me. I passed the exam with an 83%.

I haven't read of TESU having any prohibition or requirement about when you take it, in relation to other courses. I took it before completing all of the business core courses, and before completing any of my AOS courses.
You can register for the same tecep twice- let me explain I signed up for my first tecep in December or January and right before I took the test I was worried I might fail so I signed up for the upcoming tecep. I ended up passing the first tecep and was able to get a full refund credited back to me because I was within the period.
I was looking at some older posts from people who took the exam. They had to use a pencil and write a lot. Would my computer-based exam allow me to skip the pencil completely? I have problems with handwriting because of a disability.

Also in the computer based exam, would I be able to skip around? I would like to flip through the whole exam at the start, then do one essay, then multiple choice, then another essay, then short answer, etc.

No need for pencil but you cannot skip around. The essay writing is very clunky.
